The Former President's Progressive Alarm Overlooks Europe's Real Threat: Economic Stagnation.

The recent US national security strategy offers a flawed view of Europe. It claims that unrestrained immigration and what it terms "woke" policies pose an grave risk to the continent's identity. Yet, this perspective rests on a fundamental misreading of the reality. The true challenge facing the EU is not societal but technological and economic lag.

The Stark Growth Divide Separating Europe and the US

Statistics reveal a sobering picture. Between 2008 and 2023, American economic output grew by eighty-seven percent, while a paltry thirteen and a half percent growth for the EU. Over this time, EU GDP per capita dropped from 76.5% to just 50% of the American figure. Remarkably, even Mississippi now has a greater average income than major EU nations like France and Italy.

Currently, roughly 50% of the world’s 50 largest technology firms are American, while only four are European.

The Technological Shortfall: A Critical Problem

The growing disparity is driven by stronger productivity growth in the United States, fueled by breakthroughs and higher total factor productivity. The landscape of world technology leadership is overwhelmingly American. Over the past five decades, 241 US firms have scaled into companies valued at over ten billion dollars, compared with only fourteen in the European continent.

This gap prompts a vital question: In the race for future industries like semiconductors, AI, and fusion energy, what is the EU positioned? Most analysts concede it is largely a two-horse race involving the US and China, with Europe starting at a clear disadvantage.

Root Causes of Europe's Technological Lag

Several key factors explain this innovation chasm.

  • Financing Ecosystem: The United States has a much more robust and agile network for financing new ventures. The EU has yet to establish a true unified investment market, which caps the scale of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper Europe. A US startup can introduce a service under a single regulatory framework to access a consumer base of over 330 million. The EU, despite a larger population size, is divided among twenty-seven different national systems, creating significant internal barriers.
  • Mindset Differences: Views on entrepreneurial failure differ sharply. In some EU nations, a startup's collapse was historically met with penalties, whereas in the US, it is often seen as a badge of experience.
  • Military Investment: The United States enjoys a tightly woven academic-military-industrial complex. The continent's long-term lack of spending in military capabilities has eroded its ability in breakthrough innovation.

The Road Ahead: Reasons for Hopefulness

Despite these hurdles, one can find causes for hope. Policymakers are increasingly aware of the existential challenge and have begun to propose substantial change. Key reports on EU competitiveness and the internal market point to the necessity of sweeping reforms.

With the right policies and rule changes, Europe's strengths might enable much higher degrees of commercial innovation.

The continent still possesses considerable strengths: skilled human capital, top-tier schools and universities, and premier research institutions. Alongside a large internal market and substantial household savings, these elements could unleash a surge of venture creation.

Importantly, even if Europe does not take the lead in creating next-generation technologies, it can still significantly boost productivity by implementing and tailoring innovations from elsewhere.

An Inflection Point

The European Union now stands at a critical moment. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, Europe's slide in innovation has been steady. But, if it fails to take bold steps to tackle its deep-seated problems, today's gradual weakening could turn into a sudden and irreversible decline in global economic relevance.
